He didn't meet the official requirements, and that makes it, regardless of our opinions, a privilege.
Considering alleged sickness as an excuse to be promoted without qualifying would lead to strange situations, you have to agree with that.

On the other hand, it would be interesting to look at what the Kennedy children and grandchildren have chosen to do as adults.
