Frans Louis Henri Marie Stumpers was born in Eindhoven, Netherlands, on 30 August 1911. (1) He was champion of the Eindhoven Chess Club in 1938, 1939, 1946, 1947, 1948, 1949, 1951, 1952, 1953, 1955, 1957, 1958, 1961 and 1963, (2) and champion of the North Brabant Chess Federation (Noord Brabantse Schaak Bond, NBSB) in 1934, 1935, 1936, 1937, 1938, 1939, 1940, 1941, 1942, 1943, 1944, 1946, 1948, 1949, 1950, 1951, 1952, 1953, 1954, 1955, 1959, 1961, 1962, 1963, 1964, 1965, 1966 and 1967. (3) Stumpers participated in five Dutch Chess Championships, with his high-water mark a fourth place finish in 1948, (4) and represented his country at the 1st European Team Championship in Vienna in 1957 (two games, vs Josef Platt and Max Dorn). (5) From 1945 until about 1956, he was first Secretary and then Chairman of the NBSB. (3)

Stumpers was a physicist, and worked for the Philips company as an assistant from 1928. During 1934-1937, he studied at the University of Utrecht, where he took the master's degree. (6) In 1938 Stumpers was again employed at Philips, (6) and at a tournament in 1942, he supplied the hungry chess players with food from his employer. (3) After the war, Stumpers made a career in physics, with patents and awards on information ("radio") technology. He received degrees from several universities and colleges, including in Poland and Japan. (1, 3, 6) Stumpers retired from Philips in 1972, but continued teaching, (6) partly as professor at the University of Utrecht (1977-1981). (7) He was also Vice President (1975-1981) and Honorary President (1990-2003) of URSI, the International Union of Radio Science. (8)

Louis Stumpers married Mieke Driessen in 1954. They had five children, three girls and two boys. (6)

  OhioChessFan: Someone might have sent an absentee ballot in Florida a week ago with a $200,000 stamp.

<Rare, Costly Stamp Suspected on Ballot

FORT LAUDERDALE, Fla. (Nov. 11) - An absentee ballot was mailed with what may have been a rare stamp worth as much as $200,000 -- the famous Inverted Jenny -- but the envelope is in a box that by law can't be opened.

Broward County Commissioner John Rodstrom discovered the stamp while reviewing absentee ballots. There was no name on the envelope, so the vote didn't count.

What looked like a small stamp collection on one envelope caught Rodstrom's eye about 8 p.m. Tuesday. At least one was from 1936, Rodstrom said. Then he noticed one had an upside-down World War I-era airplane - the hallmark of an Inverted Jenny.

"I was a stamp collector when I was little," Rodstrom told The Miami Herald. "I recognized it."

Rodstrom discussed the stamp with other members of the canvassing board, and a stamp-collecting Broward County sheriff's deputy overheard them talking about the possible Jenny.

He said the stamp would be very valuable if it was real. But it was too late.

"By that time we had already sealed the box. And once you seal the box, under the election law you can't unseal it," Broward County Court Judge Eric Beller said.

Elections officials will retain the ballot for 22 months, Jenny Nash, a spokeswoman for the Florida secretary of state's office, told The Associated Press. After that, any action is up to the county elections supervisor.

A telephone message left with Fred Bellis, the executive assistant to Broward County Supervisor of Elections Brenda Snipes, was not immediately returned Saturday.

Snipes' spokeswoman, Mary Cooney, said the supervisor is too busy with balloting to focus on the stamp. Cooney said ballots and materials are usually destroyed after the 22-month holding period.

"She's (Snipes) not going to be able to take any time to even look at it until after the (ballot) certification on Monday," Cooney told the South Florida Sun-Sentinel.

Maynard Guss, president of the Sunrise Stamp Club, said an Inverted Jenny, if authentic, could be worth $200,000. But when the ballot was mailed the stamp was canceled, reducing its value. Guss estimated a canceled Jenny would likely sell for $20,000 to $100,000.

The 24-cent Jenny stamps were printed in 1918. Sheets were run through presses twice to process all the colors and on one pass, four went through backward. Inspectors caught the errors on three sheets and destroyed them, but somehow, a sheet of 100 stamps got through.

Fraudulent misrepresentation(whether in the act or in the inducement) is a major exception. Scienter and intent to deceive are required, and once determined to exist satisfy the requirement.

Duress(emotional or physical) is another exception, and although not as common as fraudulent misrepesentation it is clearly documented in many case studies that I have reviewed for my Business Law class.

When speaking legally or writing a brief, no judge would EVER proclaim "you can't own it if you spend it." The legal system(criminal and civil law) is far too complex for such banal generalities.

Sorry if I come across as rude, I didn't intend to be: I enjoyed your discussion and also realize that in the case you mentioned the parties' actions did not directly fall under any exceptions. Still, gross generalities in law are very dangerous to use.

Nov-13-06  technical draw: <WillC21> Thanks for commenting. Of course the phrase.."you cant own it if you spend it" are mine. The judge cited precedent and used legal jargon and probably a lot more pages. But that sentence is what it amounts to. (that's why they call it a sentence, no?)

It is possible that if the case were before another judge he or she would judge differently. Thats why we have appeals.

I don't see any fradulent misrepresentation in this case.

The correct answer is 2 hours and 24 minutes.

If you've noticed in digital clocks 5.30 = 5 min 30 seconds but the actual meaning of decimal is being misused. The decimal is being used just as a seperator to distinguish two different units. Time upto seconds is sexagesimal.
