Leonid Petrovich Maslov was born in Vilnius, Lithuania. He was Lithuania chess champion in 1962, 1963 and 1966. Leonid Maslov played 1st board for the Lithuanian team at the USSR Team championship 1967 in Moscow. He later moved to Uzbekistan, where he became Uzbekistan champion in 1970, 1972 and 1973.
