But I can't find a win after 23. Ke2.

And if 23 Ke2, then 23 ... Rxc3 transposes to the text anyways.

I think 22 ... Bh4+ 23 Ke2 Rxc3 24 bxc3 ends up with a similar position as game.

I tested that with Stockfish 16 and it's very strong:

22. .. Bh4+

(22. .. Bh4+ 23. Ke2 (1.Ke2 Rxc3 2.Qxh4 Qb5+ 3.Kf2 Rc2+ 4.Rd2 Rxd2+ 5.Bxd2 Qxb2 6.Qg3 Qxd2+ 7.Kg1 Qd4+ 8.Qf2 Qd5 9.Qg3 c4 10.Re1 c3 11.Kf1 Rd8 12.Kf2 Rc8 13.Kf1 Qc4+ 14.Kg1 Qxa2 15.e6 c2 16.e7 Re8 17.Qf2 Qd5 18.Kf1 Qc4+ 19.Qe2 Qxe2+ 20.Rxe2 c1Q+ 21.Kf2 Qxf4+ 22.Ke1) -31.85/40 965})

score for White -31.85 depth 40.

For 23. Ke2 Rxe3+ 24. Qxe3 Qg2+ 25. Rf2 Ba6+ (26. Kd2 Bxf2 and win) 26. Ke1 Qg1+ 27. Kd2 Qxf2+ 28. Qxf2 Bxf2 (1 extra ♗).

But I didn't see what to do after 23... Kxe3, which seems to prove that Rxe3+ is insufficient.

I stopped because I felt that 23... Rxc3 24. bxc3 Ba6+ 25. Kd2 would not win. However, 25... Qb5! is enough, because I forget 26. Kc1 Rb8 and seems that W has no escape, when it comes back to Rd2... I would had to continue the analysis.
