  fredthebear: In the final position, should the rooks be exchanged, Black must maintain his kingside pawn majority to tie up the White king to passive defense. (38...Re7 is an absolute pin, so Black can force the exchange of rooks.)

Therefore, after 39.Rxe7 KxRe7 40.Kf3 g5 is critical to protect Black's passed pawn on f4. The White king is left to prevent the f4-pawn from promoting (restricted movement), which allows the Black king time to roam and clean up the White pawns on the queenside.

Therefore, if Black needs g5 to protect the passed f4-pawn, then Black also needs h6 to prevent White's h-pawn from undermining the g5-pawn as a defender. This kingside pawn majority does not need to advance so long as the White king is passively defending against the threat of pawn promotion. If the White king takes off toward the queenside, or the h6-pawn, then Black promotes the f-pawn.
