Sep-25-21  tonsillolith: <16. Rac1> appears to me to be a Nimzowitschian <mysterious rook move>, designed to dissuade Black from castling queenside, on threat of <17. c4> opening the file against the queen and king. Just this little extra time preventing Black castling gives White enough time to establish a terminal bind.
