bob000: The best way to decline the gambit is 1. e4 e5 2. Nf3 Nf6 3. Bc4?! Nxe5 4. Nc3 Nc6, transposing into the fork trick, which is considered slighlty better for black. c6 has a similar idea but piece development seems best in such a position.
