No idea about the arbiter not knowing the laws incident, quite possibly relating to when a three fold can be claimed (a guess, this game, played on the same day as the twitter post ended in a three fold rep).

As for the pat on the bum...Maybe FIDE are experimenting with this. Their intention being to replace a pat on the bum with the traditional handshake before a game. (again just a guess.)

Opponent could have claimed a 3-fold draw. He instead played a move. Then he called the arbiter and claimed the draw, which the arbiter enforced. Which is not correct, at all.

3-fold needs to be claimed while it is your turn. By playing his turn, the opponent forfeited the opportunity to claim the draw.>
