Indeed, yet I found a win for black, C Kennaugh vs K Shirazi, 2003 The opening might even make white take unnecessary risks, thinking black is a patzer for playing this "Panteldakis Countergambit"... Kind of reminds me of this game by Fischer in a simul where his opponent plays damiano's defence just to throw Fischer off and manage a draw:
