Journoud shows bravery, and his 17...Bf5 even looks for a moment like it gains a tempo on the e4 rook but 18 Rd1 Qf6 19 Ne5 makes the rook immune.

Yes, it does win immediately by picking up the rook on h8 (Kf8 Qf6+ Ke8 Qxh8+). After the played Qb4+ Journoud should have played 27. ... Rd6 instead of giving away the bishop with c5 and with best play white doesn't seem to have more than a draw.
