What else can he do? If black plays passively with 28. ..Bf8 (to guard d6 after a future b6 cxb with trade of queens) white pressures the backward c pawn... 29. Ra7 Rc8 30. b5 and black is heading for zugzwang. If he advances either the K or B to the 7th rank white immediately response with b6! White now brings the K to guard c4 while black is running out of moves..

..h5 31. Ka2 Kh8 32. Kb3 and white will force b6

The above demonstrates white already had a won game.
He can improve his position while black gets run out of moves.

< 37. Qc6 > Qa6 38. b7 Qd3+ 39. Kb4 and now

...Qd2+ 40.Qc2 or

...Qxe4+ 40. Qc4 Qe1+ 41. Kb5
when black has no more checks and the white pawn queens
