As there is already a cc memorial http://tables.iccf.com/invi/Veinger... , he is probably dead. :(

Apr-22-10  HSOL: The 1978 ELO list has him 145th with 2470.

Also there is a game attributed to a Y. Venger from a Netanya 1977 tournament which most likely is a game by Itzchak Veinger. The performance by this Y. Venger (in the Netanya tournament, joint winner with 8/11) corresponds quite good with Veinger emerging on the 1978 ELO list with 2470 as well.
