White is <losing> because his army is completely impotent. Not exactly zugzwang but he has no active possibilities.

Meanwhile black can continue as quickly or slowly as he chooses. The most obvious plan is to push the K-side pawns, but he's in complete control and could choose to win another way if he wants.

Feb-14-11  Shams: A coming ...h5-h4 will isolate a kingside pawn. After a subsequent ...Rf6+ white loses either that pawn or the e-pawn.
