Black resigned because of the threat of Rd7 and Qh3 by White. If black tries to stop the threat by playing 22. ...Rd8, then White will play 23. e7!! and win the house! :)

It took me a while to see what was wrong with 22...Rg8, but it's 23 Qh3+ Kg7 24 Rd7+, and I can't find anything better for black at that point that taking the white rook with the queen, heading into a doomed position.
