Black picked up the f-pawn intending 24...Nxf3+ 25.Rxf3 Qxh2 mate.

Good idea.

But alas.....after 24...Nxf3+ 25.Rxf3.

25...Qxh2 mate would be slightly illegal.

  MissScarlett: Morning Post, August 19th 1895, p.2:

<A curious incident arose in the game between Marco and Albin. The latter touched a Pawn which he had intended to capture, but at the last moment saw that if he did so he would lose his Queen, and he thereupon proceeded to make another move. Marco insisted on the "touch and move" rule, and the matter was referred to the Committee, whose decision being against Albin, he of course resigned the game.>

Jun-09-18  Straclonoor: Marco with Albin had a lot epic battles!
Including match in 1901 in Carlsbad (won by Marco +4,-2,=4).

Albin - Marco (1901)
Jun-09-18  Straclonoor: But in Hastings they finished with same game score - +5, -9, =7!
Feb-24-19  fkohn: So it is not true that Black "inadvertently" touched the f pawn. He touched it with the intent to capture it. My understanding is that if you inadvertently touch a piece, the touch move rule does not apply.
