Blackburne gives up his queen for 2 rooks. His rooks then go mad along the 2nd rank.

Earlier on, Blackburne is definitely right about White giving up the exchange:

<Rather have given up the exchange than moved the Rook out of play. For instance:-21.Nxe5 Nxb3 22.Nxf7 Rxf7 23.Rxf7 Kxf7 24.Qh5+ Kg8 25.e5 and White has a strong attack.>
