The tournament book gives some lines showing that 12... Kd7 leaves black on top. After the more obvious 12... Rf8 13.fxe5 .. with Bh6 .. and Rf1 .. it's not so clear who is better.

This was a famous position in the 19th century, viz. Chigorin vs Pillsbury, 1895 (without a3 and ...a6). The addition of the pawn moves is all in Black's favor, since he can play ...b5 at the right moment and also has a better chance of getting his knight out. So Anderssen should have taken the rook.
