Hard to believe this being anything but a quick draw after 20.Nf3, but Eliskases suddenly got ambitious and tried 20.b4 instead. He did win a couple of pawns and get a rook to the 7th rank--but Fine got two rooks to the seventh and soon cleared a path to victory.
