  Retireborn: <Telemus> The other game with 9.c3 Ne7 10.Nxe7 Qxe7 11.Qe2 Bg4 12.h3 Bxf3 13.Qxf3 draw, is the one that corresponds to the Sherwood/Caissa 2013 tournament book.

and an Italian book, Sanremo 1930 Il torneo dei giganti, E.Cecchelli, Edizione Ediscere 2006

  Telemus: <Retireborn> Thanks. I had checked DSZ and WSZ myself before I posted, but (of course) this game is not published there.

I had also checked several newspapers hoping that one mentioned the number of moves. No success either.

The Italian book sounds promising.

  Retireborn: <Telemus> They also list Vidmar's own Goldene book. I have never seen that, but should not have thought this game gets a mention!

The book gives an email address for Bob Sherwood; chess@herakleitos.net

That's nearly six years old now, but might be worth a try.

Having said all that, I think it's likely that the shorter version is just someone's inputting error.

The 13-move version is quite common in my databases, and the only database with the 11-move version is the infamous Fatbase, which contains the 13-move version, too.
