22...f5?? was the turning point of the game..

black is ok after 22...Rxd4

With the rook out of the way, 31.Qc2+ is decisive. 31...Kd4 32.Re4#, and any move to the b-file allows 32.Qb3+ winning the queen.

You're not analyzing far enough.

After 29...Kxd6, 30.Re6+ wins, e.g. 30...Kc5 31.Qc2+ Kb4 (31...Kd4 32.Re4#) 32.Qb3+ and 33.Qxb7, when Black not only has lost his Queen, which is, of course, hopeless, he's going to be mated soon!
